The two main options regarding communication equipment are mobile phones or radios. Enlist any help you can from within your organisation - there will probably be policies and procedures you will need to comply with. Once you have identified your requirements, identify potential sources and obtain quotations. Ask any potential supplier to demonstrate their equipment - you may even persuade them to let you borrow it to try in your area. This will be particularly important if there are pockets of poor reception.
